Private drivers

I had one of my friends here to visit tonight and he was saying the "LAW" (LOL) is coming down tuff on a lot of private drivers and handing out excessive fines if they are caught with tourists in their cars without the appropriate license to be chauffeuring customers!!!
Allegedly impossible to find out the way to go about a license or the price. His friend was "fined' $50 (equivalent) the other day so sure not worth going to work.
Seems like we need to have a designated "wife" in the car as if we are all just on holidays and the driver actually lives in OZ!!!!
