we had no idea of the licensing requirement until a driver were with was pulled over and "fined" about 50,000rp. his attitude: the fines over time were less than the cost of the license, which he couldn't afford. We had hired him from a shop in a village which was only a small tourist area and we were heading towards Lovina. He wan't too fussed. We were taken aback, but his logic made sense to us at the time.
