Licensed Drivers and Cars

I don't know how the situation is in Australia, but I think drivers and cars have to be licensed to drive passengers there as well.

Here you can easily spot a licensed car by its yellow number plates, (Black writing on yellow plates). White on black plates are just for private cars.
