Private drivers are supposed to be licensed as well and can have black and white number plates. I have been with my driver of many years when he had to go to the renew all his permits. Which never leave his car.
Plate colours do not tell you much.
Drivers in Bali must be registered with the local authority and carry a 'certificate/permit/license' with their rego papers and normal drivers licence.
