Very strange law

So this means that if Wayan, Made or Nyoman are proud owners of a car then not one of them can use the car to drive a foreigner in that car, even if is not at all for commercial purposes - just friends travelling around together in Bali?

Is this an Indonesian law or just another whim from the authorities in Bali in order to (illegally) collect even more tourist dollars? Does anyone know? Does the policemen know?
