I do understand that if I go on a tour, I should use a licensed car/van and a licensed driver, at least for my own protection as to insurance cover.

But I do not understand that I cannot travel in a Balinese or any other Indonesian friend's private car because my friend then is considered to illegally transport foreigners.

Since the policemen in Bali only see foreigners as wallets with legs and hardly speak any foreign language, a tourist loses out as soon the car is stopped.

Can anyone on here really sort this out?

The law sounds very home-made. If not, then even Made cannot be transported in a car driven by Nyoman unless Nyoman is fully licensed. Will Nyoman be stopped if he drives Made or is being stopped a privilege directed at foreigners? I would have considered such behaviour racist, had it happened at home.
