I know quite a few business in Lombok that are struggling at the moment due to the number of illegal businesses that have opened up - on public land, no building permits, no business permits, not paying tax. Their costs are much lower so they can afford to charge less than the businesses that do do everything properly. Here they are clamping down too and it is a good think in my opinion.
