Sure the tourist pays. A tourist in Bali always pays.
Are you letting your friendly driver pay 3 million IDR or go to prison? Of course not, you pay his fine.
If you think of all the ways everybody in Bali invent to make us pay - you have been using an illegal transport and you pay as well as the driver.
In Bali anything seems to happen now. And it is not making life easier for the tourists who have been used to an easy life there.
The authorities probably do not want us to see other things in Bali than hotels, shopping centres and the airport (and the corruption there). I do not want to get stranded, as it is too hot to walk under the hot sun or in pouring rain.
