You can open a Commonwealth Bank account here in Bali but you must have a Commonwealth Bank in Oz. You must also have a letter from your bank manager in Oz to confirm that you have an account there. I know this because I have one here. As far as I know this is the only bank here that allows this. With all other banks you must have kitas.
