I have an Indonesian Commonwealth account. A few times recently a friend has transferred fairly large amounts into my bank account to pay for things she is doing. (Lombok not Bali) When I asked about withdrawals I was told I could take out Rp100 juta without notice but for more I had to call in advance. One time when we wanted more and expected it to be a day or two they said it was fine for us to come the same day.
it costs $22 to transfer from Australia to Indonesia but I can do international transfers online for Rp25,000.
A worthwhile point to note is that my friend has prearranged with CWB in Oz to have reduced fees while she is here. She pays only $2 per ATM withdrawal as long as it is from one of their ATMS.
