new rules for spouse of indonesians

Does anyone know about these new rules? Apparently now spouses can live and work in bali without needing a KITAS? so does that mean we dont have to pay VOA anymore? as we wouldnt need a visa right? Or still have to get the 30 day ones and keep renewing it if we live there? hope im making sense...
