My answer is yes, disease could ridden by clothes b'coz each country has different kind of disease, don't you know that bacteria and viruses can stay in many kind of goods such as clothes? and a check will be needed just to prevent unwanted things..
As I first posted, I said be careful with your stuff (especially in large amount of), as an officer, If I found a large amount of clothes (or anything else) in many baggages in the airport scanner, and belong to one person only, I will have to open it and ask the purpose of bringing all the clothes to Indonesia... (assumed that it's not a normal luggage for a tourist)
If it is for donations, I will have to check further information about the goods...
It might be looked ridiculous, but that's the rule and I think I should protect my country..
