Weather, Car Rental

I'll be going there in a couple of weeks and was wondering what kind of weather should I expect, of course I hope to see some sunshine. Also, I was thinking about renting a car there to do some sight seeing. Is it safe to drive around and what kind of rates should I be looking at?

Is Bali affected by riots etc like the rest of Indonesia??
