police stopping rental car

This is our first time to Bali. We plan to rent a car. We have heard that the police stop the local drivers and demand money. Just wonder if anyone that has rented a car has been stopped by the police from no reason and fined? That happened to us in Costa Rica several years ago. He wouldn't give our drivers license back until we paid him off. Anyone have a bad experience?
