i got stopped in a hire carfor no reson - if you have an international driving license and the correct papers for the car they can't do anything - I didn't have an international license only an english one and they fined me i also met another english bloke doing the same thing - the police have realised that no one bothers to get the license - they are fascists so try and avoid them!
