On both motorbike and car I have been stopped by police for no reason. It seems to happen when it is easy to pull you over. For example, if you come to an intersection and have to stop at a red light and you are first in line, the police will use this opportunity to signal you to pull over. One technique to avoiding getting pulled over is to avoid eye contact when you are driving near police. Of course try not to be first in line at an intersection. The police can be creative in citing you for offenses. For example, driving with surfboards strapped to the top of your car can get a fine.
