You won't see scanners at restaurants - at least I never have. Some hotels have them as you drive in, but not all and some shopping malls have them as you enter.
Bali is as safe as anywhere in the world, I suppose. I've never felt unsafe there, and terrorists have never crossed my mind while I'm there. Just be aware of your surroundings and enjoy your holiday.
It's interesting how you never hear anyone ask if it's safe to go to London, Madrid or New York... only Bali.
