The DFAT alerts haven't changed in level since at least 2003. The wording changes occasionally but not the level.
If you were seriously only comfortable going to places with scanners, then maybe give Bali a miss, because they really just aren't all over the place. You'd probably never leave your hotel - and it's entirely possible the hotel doesn't have them either. The last 3 or 4 hotels I stayed at didn't have any.
Then again, scanners aren't all over the place at home either. I think the last time I remember seeing one here was at the airport the last time I left for Bali.
