You're right it's terribly unfair, but I've done a fair bit of travellig, and seen more begging than you could poke a stick at. We spent a month in India, where it really is an organized buisiness, you just have to face facts. It is impossible to help everyone, and I will happily (in Bali )help the disabled, but I am dammed if I would give money to a woman to drug a child.
