Sorry, if I sound really stupid, but isn't excess luggage chargeable because you are over the allowed free 20kg. We have been lucky to have never been over the allowed amount, but we would expect to be charged and pay for excess if we were. Can't understand why she wasn't happy, she would have known her allowance prior to gettting to the airport surely.
