One of the reason they limit the hand luggage is because of the overhead baggage space, each compartment is only rated to a certain load, if each passenger brings on 15kg+ the overhead compartment could fail (come loose, spill heavy baggage everywhere), especially in (an unlikely) emergency. Do yourself and your fellow passengers a favour and spend $30 to check your bags.
Bali flights are generally pretty full and Cabin crew will generally pull you up at the aircraft door if your bag looks too large and heavy and offload your bag.
