We flew jestar to QLD. The cabin crew took a girls suitcase which was over the size allowed during the seating process. They came back and told her it had to be put as checked luggage as exceeded the cabon baggage size....So yes it does happen.
Lastely if you can afford a trip to Bali you can afford the $30 for luggage. Compared to what you will get charged if you haven't booked luggae and need it I would say $30 is a bargain....
