Sort of yes but the whole process will take longer than if you pay in US$.
If you pay in US$ you front up to the Visa counter, buy your visa then join the que for immigration and customs. Make sure you have your visa before joining this que otherwise you will wait for a long time before being sent back to purchase your visa. Saw lots of people do that.
If you dont have US$ you will first have to get the money changed then que to get visa then que to go through immigration.
