are definately the street vendors...most vendors come out in the night...actually some of the best food in Bali are the street seller, small warungs and the Masakan Padangs...Yummo
I use to be afraid to eat in them (especially the padangs, with all their food displayed in the windows) but now I crave the food...I've never gotten sick, I can't say that about all the restaurants though...truly these are the places locals eat....if you go to dinner with locals ( I'm in Bali 2-4 months a year) they of course have some of their favorite places, but most won't be ordering the satay...cuz they're use to getting 4 X's the quanity for a fraction of the price on the streets...other than a couple expat friends in Bali...I only have local friends..I've experienced some of the best foods from street vendors..
