If you are surfing Kuta, I assume you are staying in Kuta, so just leave your things at your hotel when you go surfing. You'll see when you get there.
The food shack is called a "Warung".
All the other surf breaks in Bali that you might be commuting to, yes, you can safely leave anything with the warung staff. They are honest beyond anything you have experienced before. As Shaz mentioned, it is good to have some food/drink at the Warung (you'll want to anyway) which is a good way to repay the favor of them watching after your things.
At Uluwatu, I recommend "Warung Made".. The owner is named Made and the worker is named Made.. Very good food, and very nice people.
I cannot report on the practices in other parts of Indonesia, although you can expect the same routine on Nusa Lembongan.
