Camplung mas has swim up bar but not the brekkie.
Suri wathi has the bar but not the brekkie.
Bali garden has both but they are not 2 to 3 star
Bounty has both but not 2 to 3 star.
Barong has both but not sure that i can bring myself to recommend this ( I don't like it) and it's probably more than a 3 star.
Matahari bungalows has a swim up bar and the best pool i have ever seen but the breakfast is not buffet....is damn good for a budget though.
As i said, you will probably not get both in a budget hotel.
