Yesterday I rang travelex- in the white pages business directory- and they gave me my closest travelex agent. They're everywhere, usually a section of a travel agent like flight centre or harvey world.
Here's the deal for travelex's cash passport - all following amounts are a.u.:
It costs $20 to set up the cash passport. If your first deposit into the passport is more than $1300 they'll charge another 1 1/2 % in initial set up fees.
You can top up the cash passport at anytime which will cost you 1% of whatever amount you deposit. It works out cheaper in fees to deposit $1300 the first time.
Everytime you make a withdrawal in Bali it will cost you $3.75 in withdrawal fees.
The official exchange rate yesterday was 6422 idr. I asked Travelex what their selling rate was. If you'd made a withdrawal on a cash passport at an atm in Bali yesterday, Travelex would have given you 5705 idr for every au dollar. It was a difference of 715 rp - about 8c less than the norm for every au dollar.
You will get 2 plastic cards in your name.
You cannot use the card other than to make cash withdrawals. IE cannot use it to pay for goods and services.
I believe travelex is backed by the anz bank.
Hope this helps
