I keep maybe AUS$200 in cash just in case, and I take 2 different ATM cards. Try and withdraw enough from ATMs for a couple of days to keep the fees down too, if you have your credit card in credit then you don't get charged for cash advance. Woolworths EziBank savings debit card is also a cheapie, affiliated with Commonwealth Bank, if you use their teller machines (there are 2, in Kuta and Legian) the withdrawal fee is $1.50 plus 0.85% conversion rate, no monthly fee. I don't know about the blackout thing, but I have managed to lose a card in Bali before, hence the 2nd card. Hope this helps.
