the argument was because my brother questioned the right to charge some and not others not because at this stage he did know brothers wife was an employee. I have seen it many times on departure some people check in with excess luggage and are not charged yet they seem to pick at random others and charge so what are the rules either everyone pays or not (or you offer them what you have in your wallet this seems to work) that is what I mean
