If a plane is only 20% full you would think they could allow your excess baggage but just remember they have only taken 20% of the ticket money. The cost of fuel for the airline depends on the weight of the plane.
If 20% of the passangers could use 100% of the baggage capacity then the airline would be paying fuel for a full flight & would be in big trouble!
