The limits aren't to be mean. They are for safety. Would you like to be on a plane that had so much weight it crashed. I think not.
I do see your point about the inconsistancy. People skite all the time about how much they got away with. Charging one person heaps doesn't make the plane lighter. As you said it's inconsistant.
Maybe the max should be higher then make anyone over that wait until the plane is loaded to see if there is room for their excess. If not they have to dump their goods.
That would fix the problem. Wouldn't that cause some wingeing.
