"Local tourism regulation"

We are heading back to bali shortly to stay in a beautiful villa and are very excited BUT...
I have been notified by the villa manager that once we arrive they will need to take our passports to the local police station for registration which will take 30 minutes and then they will be returned to us. They tell me that this is a local tourism regulation and is done by all villas. Also there is a fee of 20,000 per guest for this registration.
Can someone please tell me if this is for real - I thought the stupidest thing you could do when abroad would be to let your passport out of your sight.
