It's not just foreigners. Since October 12th, if an Indonesian is staying in another location, even private house, for 24 hours or more, they must register with the local authorities.
Photocopies of foreigners' passports weren't required, but a copy of the registration form (Formulir A) was sent to the police - and this was done WELL before October 12th.
If, however, dower is staying in a private villa and they are also asking for Rp20,000 for each passport, that's a little rich. With what is charged, this should be part of the accommodation price, as it is with hotels.
