Where did you get the idea that Balinese are not allowed to live in Nusa Dua? The Nusa Dua tourist enclave was set up, following a environnemental study by a French group, commissioned some 25 years ago by the Tourism board. One of the questions was how to encourage tourism in Bali without compromising the culture, which is why people come to Bali in the first place? Bukit, as the area is known, was practically deserted of Balinese villages, since it is very dry, with no water. The original idea was to forbid any hotel development except in this area...but unfortunately this good resolution was not kept.
