You are right that the idea of Nusa Dua was to reduce the impact of tourism on Balinese culture as in the report for fear that Balinese would think of where the tourist come from were the Promised Land (Most early tourist are the wealthy sort) and that they should try to emulate them.
Thus the "experts" (SCETO, commissioned in 1969) recommended that tourist areas be confined to one area, Nusa Dua where excursions to outside of that area is permitted.
Although Nusa Dua is quite isolated then, nevertheless, some inhibitants of Bualu were forced to sell the land to the government as a ridiculous price in 1974. Later, a prominent psychologist made a study and with that study the views of the locals were then treated with more importance.
But Nusa Dua was still built as an enclave where locals were forbiddened to enter unless they hold a pass stating that they were working there.
This ruling might have over the years been more relaxed. But still there is an obvious lack of locals in Nusa Dua until today.
