Bribery & Corruption in Bali

In my reading of the forum and talking to others, I have noticed that the subject of bribery comes up occasionally. Is it necessary and more importantly SAFE to offer cash bribes to officials, ie at road blocks or check points, and going thru check-in at the airport (if your bags are over your weight allowance)
