the difficulties in determining a "Licenced" company.
I think that your insurance company needs to define "appropriately licensed".
Appropriate for who??
In Australia and other Western countries business registrations and monitoring is much more rigorous than in Bali/Indonesia.
All you can do is take the documentation that your car rental or bike rental company provides and in the event of any accident present it to your company for valid claim in good faith.
I have had the misfortune to have to claim against the car rental company through an event that was no fault of my own.
The damage was quite significant, but after calling the rental company (I think Trisna?) I was required to pay only Rp200k due to the excess that was pre arranged.
To be honest, I think if you are looking for any absolutely watertight cover arrangements for vehicle rental in Bali you will struggle.
However, that is not to say that any reasonable company would renege on payout of claims made honestly and in good faith.
Good luck with it and I hope you do not have to test the integrity of any pre arranged home based cover.
