I have been offered Scooter Insurance in Bali and have always refused.
When I read the fine print, it usually states that the excess is $US500.
It would be easy in Bali to tell a tourist that the damage was say $US800, then collect $US300 from the tourist and actually pay $US100 to fix the scooter.
Repairs to scooters in Bali are dirt cheap. A local lady recently ran into the back of a truck. She bent the forks and destroyed the plastics at the front of her Honda scooter. The repair bill from the local bengkel was only Rp 1 m.
