If any country wants foreign investment, then they need to look after the people that bring in the money to invest here, and not make it hard for them to run their business - that would be a silly point.
If you set up a business here, pay tax, pay the right wages, do the right thing, then you should be supported by government.
If we chose to live here full time, then we would get a different type of visa, but the fact that we do need to go back and visit our family & friends, while at the same time looking after a business here in Indonesia, a social visa has worked best for us.
As we don't want to live here full time, but do wish to stay (self supported) for up to 4 months max, then we will now have to look at other visa options - business visa being one of them. But how would anyone feel being asked to fly out and back in every 2 months when they have a business here - this will just be a pain.
Please don't lump everyone into some pile of expats/foreigners that you think are here to just bag up cash, sit on it like Scrooge McDuck, and treat all the locals as pawns - this is NOT what we do - it is NOT who we are.
Its not as easy to set up and run a business here as you may think - its not all laying in sun and Bintang !
p.s., conducting business anywhere is about trying to make a profit (otherwise why would you even bother) - but the trick is to know how to be a good person when conducting your business. We know some businesses that treat their staff like crap, that are only interested in the $ (Rp), don't care about the religious aspect of the different people here, and don't really care about trying to give back to the community as a whole ... we are NOT one of them.
Sure make it hard for people doing the wrong thing, but look after the people doing the right thing.
