It's to do with using the right visa if you want to conduct business whilst there.
I fully realise the pros and cons of setting up/running a business.
I also realise that many do pay the right wages, taxes etc
I am also not lumping all expats/foreigners as you have described, but the govt is basically there to look after it's own economy, people etc...not the above.
But it's not really about how you or I think , it's about how the Indonesians choose to regulate in their own country.
If you have chosen to invest in another country, without obtaining the correct visa/procedure then why would the govt support you because it's easier for you.
People conducting business on a social visa are one of the groups of people doing the wrong thing and are now being targetted
