If it was that risky they would weigh the passengers. There will be a huge tolerance allowed for in the calculations. No plane is going to crash because of overweight hand luggage.
I agree though that it should be restricted. There is nothing worse than not being able to have your hand luggage above your head because the people around you have taken the p*ss and bought giant overweight bags on filling the overhead locker.
