one of the ground staff will assist you but being a runway exit you maybe last off the plane as the will have to lift you down if you are going to be in a chair when you exit plane, if you can get down stairs on your own then a chair at bottom you will be helped all the way. If plane is on time then you will be ahead of the Asian arrivals which are about 30 min behind you so express VOA not worth it.
