Needed a wheelchair last trip due to a back injury.
We arrived at one of the spots where we needed a bus to get to the terminal so walked down the stairs and got on the bus, when the bus arrived at the terminal the staff member and chair was there to meet me and walked me straight through to arrivals - took my passport and money for visa got it all stamped for me and wheeled me straight through to luggage.
We didnt even organise this in advance as I injured myself the day before we flew. Just picked up a wheelchair at checkin in perth and the airline automatically organised it for us for arriving in Bali.
