You will not be out of place at upmarket restaurants in the clothes you described.
Although some people do wear far more casual clothing to a lot of places, others wear trousers, shoes and shirts to more upmarket places.
As for meeting people, there are a few upmarket, older crew nightspots that are frequented by both singles and couples in the Seminyak/Legian area.
They do tend to open/start later and I do recommend you stay away from the drunken mess that is the nightlife of Kuta.
Also, grab a copy of the Bali Advertiser as soon as you arrive and also look up Bali Eats on google.
