Close to Kuta Lagoon

Hi Everyone,
I have friends travelling to Bali in August and staying at the Kuta Lagoon - it's a bit out of my price bracket but I want to stay somewhere close to them. I'm thinking JOC on melasti st, but don't know anything about this hotel other than what's on the net. I searched on this website but not much is written about it.
Anyway, do you know of a CLEAN place to stay - about $50 a night that is within walking distance to Kuta Lagoon? I would prefer non smoking rooms, with tea/coffee, fridge, tv with english channels - do you have a gem of a place that you stay in? I've been on the internet for days and so much accommodation that it's hard to find and then I'm not sure how far away from Kuta Lagoon it is.
Any help would be really appreciated as I really need to book.
