Furthermore, even if taking such action "just about means his business will go under", is it really fair when the business owner has little right of reply on this forum as of course he has vested interest and probably would not have the wherewithal to present a reasoned response anyway.
Traders dealing in unscrupulous ways will kill their own businesses far quicker than any postings on BTF will.
Perhaps there is good reason for the delays in delivery, and the trader should be given fair time to address or redress any issues.
Being "tried, convicted and punished" by forum is possibly neither the most effective or the fairest way to find resolution.
