Wheelchair friendly pavements

Friend with Chronic Fatigue is going to Bali and will need to use wheelchair when out shopping, dining, drinking etc. Realize pavements are not well maintained in Bali, but can anyone suggest which area MIGHT be better ie Nusa Dua, Sanur ? I only know Kuta, Legian area so cannot comment overall.
Also can anyone tell me current price for manicure down the beach?
