Seems like your friend is not totally confined to a wheelchair. You could perhaps look at Grand Kumala in Legian/Seminyak (just off Jl 66) - close to the beach-side restaurants & Jl 66 isn't nearly as busy as the streets around Kuta.
You could also consider finding a motorcycle driver to drive your friend around - motorcycles can get to places inaccessible to vehicles with 4 wheels. My preferred form of transport in the horrendous traffic these days.
My late neighbour went to Bali several times a year with her husband, who was confined to a wheelchair. They stayed in Tuban & she found that the Balinese went out of their way to do whatever they could to make things easy for them.
