If you mean litigation against the hotel for negligence it could end up costing her more.
You may want to find some legal advice but I would suffer the big toe and not go through the stress of language barriers and trying to comprehend the Indo Legal system.
A wheel chair for a missing toenail seems a bit radical - some folk with one leg don't use a wheelchair. Is the wheelchair just more revenue for the hospital?
