I returned last Sunday from two weeks at Legian. I was horified most mornings at the rubbish (both natural - trees branches etc - and man made (plastic, bottles etc). It is just awful to see the beach in such a state. There were not many people swimming Legian while I was there. No wonder - swimming with plastic wrappers and bottles etc is not my thing. Friends that were with us that hadn't been to Bali before could not get over that it actually was that bad. Surely the Indonesian Gov/Tourism should be working vigorously to fix this problem.
I tried to do my bit by taking my own reusable shopping bags. I think I took 2 plastic bags in the whole 2 weeks. Shop keepers were actually happy when I refused their bags and said that more people are doing that now.
Last time I was in Bali (Dec 2009) it was dead fish being washed up on the beach - this time rubbish.
